A young girl is sent to live with distant relatives in a town that has banned dogs. On her way to school she discovers a puppy and is pursued by the town's dog catcher. She gets help and makes a friend with a boy from school whose mom runs the dog orphanage just outside of town. After her dog and his dog go missing, she discovers the dog catcher's twisted secret use for all the dogs. Now she must save the dogs and convince the mayor to lift the ban all while putting on the biggest Christmas pageant the town has ever seen!
